Can a foreign company hire employees in Nauru?
A foreign company can employ through a local entity or an Employer of Record. Onboarding runs 1 to 2 weeks for Nauruans, plus 6 to 12 weeks of immigration processing for others.
Nauru is the world’s smallest republic, with around 12,500 people, using the Australian dollar. Its economy rests on phosphate mining, Australian aid, offshore banking and fisheries licensing.
Two routes exist. A local entity gives direct employment; an Employer of Record removes that setup and acts as legal employer.
Onboarding is fast for Nauruans and slow for everyone else. For citizens it runs 1 to 2 weeks end to end. 1 to 2 days for information, 2 to 3 days for contract drafting and signature, 3 to 5 days to register with the tax and superannuation authorities, and 1 to 2 days for payroll configuration.
For non-Nauruans requiring a work permit, add 6 to 12 weeks of immigration processing on top of that. Plan start dates accordingly.

10% of gross salary to the Superannuation Fund, up from 5% on 1 February 2026, plus mandatory workers’ compensation at an unpublished premium.
The employer contribution doubled this year, and that is the single most important thing on this page.
Employers contribute 10% of an employee’s gross salary to the Nauru Superannuation Fund, matched by a 5% employee contribution. There is no traditional social security system, superannuation does the whole job.
The 10% rate took effect on 1 February 2026. Before that the employer rate was 5%, the same as the employee’s.
Workers’ compensation insurance is also mandatory, but premium rates are not published and are negotiated based on occupation and employer claim history. That means total employer cost cannot be fully quoted from published sources, obtain a premium quotation before committing to a figure.
One exemption exists and it will rarely help a foreign employer. Small Nauruan-owned businesses with five or fewer employees and turnover below AUD 10,000 are exempt from the 10% employer contribution. The ownership test means an overseas company or an EOR arrangement falls outside it.

How Employer of Record hiring works in Nauru
How much does it cost to employ someone in Nauru?
Because the rate doubled on 1 February 2026. Guides not revised since still show the old 5% figure, and both appear on the same publisher’s site.
Both 5% and 10% are currently in circulation for the employer rate, and they come from the same publisher.
Four pages from one provider give the employer contribution as 10%, 5%, 5% and 10% respectively. The divergence is not a disagreement, it is a timing artefact.
The most recent page states plainly that employers must comply with the updated 10% employer superannuation contribution mandate effective as of 1 February 2026. Pages not revised since the change still carry 5%.
So the test is the date of the page, not the authority of the source. Anything written before February 2026, or not updated since, will understate employer cost by half.

Given the change is recent, confirm the position with the Nauru Superannuation Fund before quoting a long engagement.

2026 resident income tax brackets
There is no personal income tax. An Employment and Services Tax is withheld instead, payable by the entity making the payment.
Nauru does not impose a personal income tax. There is no tax on wages, salaries or personal income as such.
Instead an Employment and Services Tax applies. It covers both employment income and service fees, and is payable by the entity making the payment rather than by the individual recipient, so it functions as a withholding obligation on the payer.
A 10% rate is reported on payments made by employers and businesses for services.
A flat 20% is reported on employment income above a threshold of AUD 9,240, but the period attached to that threshold is stated inconsistently, appearing as annually in one edition and monthly in the next. AUD 9,240 a year is AUD 770 a month; AUD 9,240 a month would be AUD 110,880 a year. Confirm the threshold and its period with the Nauru Revenue Office before configuring payroll.
There is no tax on fringe benefits. Nauru does not impose a traditional corporate income tax either; a Business Tax applies at rates varying by sector, and phosphate mining attracts royalties and special levies.

Treat any quoted figure with suspicion. One provider page states a national minimum wage of AUD 12.00 an hour described as a "reference minimum". The same page refers to sectoral agreements as "multiple active No general CBA agreements" and to wages as "N/A wages", unfilled template fields left in the published text. The figure is not evidence of a statutory rate.
In the absence of a floor, market rates and the cost of living are the only practical benchmarks.
