Palau is a Pacific island republic in free association with the United States, using the US dollar as its currency.

Two routes exist. A local entity gives direct employment; an Employer of Record removes that setup and acts as legal employer.

All employers doing business in the Republic of Palau are required to pay two kinds of contribution to the Social Security Administration: Social Security contributions and Healthcare Fund contributions. Both go to the same body, and both are filed together.

ROPSSA administers the programmes and collects the contributions, with the National Healthcare Governing Committee providing general supervision of the health side.

Social Security is 7% of the total gross wages earned in each quarter, matched equally by the employee, so 14% in total is reported and paid to the SSA at the end of each quarter. That rate has applied since 1 October 2017.

The Healthcare Fund adds 2.5% from each side, giving 5%. There is no maximum taxable income subject to HCF contributions, it applies to the whole wage however high.

So an employer files and pays 14% of wages for Social Security and 5% for the Healthcare Fund every quarter, of which 9.5 points are its own cost.

Owner income and owner share are included in the wages reported.

The Healthcare Fund looks like a matched contribution but behaves like two different things, and that is worth explaining to employees.

The employee’s 2.5% is credited into their own Medical Savings Account. It remains attributable to them individually.

The employer’s matching 2.5% is credited into the pooled account that funds National Health Insurance. It is not attributed to the individual at all.

So the same 5% deduction funds two structurally different things: a personal savings balance on one side and collective insurance on the other. The SSA describes the arrangement as a combined social insurance and mandatory individual account system for medical benefits.

The governing law dates from 2010, on health care financing.

No ceiling applies to the Healthcare Fund. Confirm the position on any Social Security wage ceiling with the SSA before modelling senior salaries, since the published material is explicit only about the HCF.

How do payroll, income tax and the 13th month work?

Quarterly, not monthly. Both contributions are reported and paid to the SSA at the end of each quarter.

Contributions are filed and paid quarterly, not monthly. Both Social Security and Healthcare Fund amounts are reported and paid to the SSA at the end of each quarter.

That is the single most important operational difference from most markets, and a payroll calendar built on monthly remittance will be wrong in both directions, filing when nothing is due, and missing the quarterly deadline that is.

The contribution base is total gross wages earned in the quarter, including owner income and owner share.

Termination, notice & severance
