Yes. A foreign company can employ in Curaçao through a locally registered entity or an Employer of Record. Payroll runs across six separate SVB schemes, each with its own basis.
Two routes exist. Registering a Curaçao entity gives you direct employment, followed by registration with the Chamber of Commerce, the Belastingdienst and the Sociale Verzekeringsbank.
An Employer of Record removes that setup. The EOR is the legal employer, runs payroll across the SVB schemes and withholds wage tax, while day-to-day direction stays with you.
The complexity here is administrative rather than fiscal. Six separate schemes apply with four different ceilings, so a single percentage never describes the position accurately.

Use an EOR for speed and low headcount. The administrative complexity is the real cost here — four different contribution ceilings must be applied in the same payroll run.
Curaçao is an autonomous country within the Kingdom of the Netherlands, with a Dutch-derived legal system and its own tax and social insurance regime. Financial services, shipping and logistics dominate international employment.
The currency changed in 2025. The Caribbean guilder, XCG, replaced the Netherlands Antillean guilder on 31 March 2025 at the same peg to the US dollar. Older material quoting ANG refers to the same values under the previous code.
Wage tax got slightly lighter for 2026 without any rate change. The rates are the same as 2025 but the brackets widened, so an employee on an unchanged salary pays less wage tax this year. Fiscal allowances also rose by a few guilders annually.

How much does it cost to employ someone in Curaçao?
Around 18.3% on the two verified rates alone — AOV at 9% and BVZ at 9.3% — plus AWW, AVBZ, sickness, accident and Cessantia contributions.
The SVB published its 2026 rates and limits in December 2025. Two employer rates are stated precisely: AOV at 15% in total, split 9% employer and 6% employee, and BVZ health insurance at 13.6%, split 9.3% employer and 4.3% employee. Both were unchanged from 2025.
Four different ceilings apply, and this is the defining feature of Curaçao payroll. AOV and AWW cap at XCG 100,000 a year. BVZ caps at XCG 150,000. AVBZ long-term care caps at XCG 606,247.08. Sickness and accident insurance cap at XCG 7,146.10 a month, or XCG 85,753.20 a year — up from XCG 84,396.00 in 2025.
Because the four thresholds sit at very different levels, the effective employer rate steps down as each is reached in turn rather than declining smoothly. A single blended percentage will not reconcile to actuals.
Pensioners and self-employed people pay the whole 13.6% BVZ themselves, rather than the employee share only. That matters when engaging a contractor who is genuinely self-employed.
Rates for AWW, AVBZ, sickness insurance, accident insurance and the Cessantia contribution were not reproduced in the sources consulted. Confirm them with the SVB before configuring payroll.

The SVB administers six schemes: AOV old-age pension, AWW widows and orphans pension, BVZ basic health insurance, AVBZ long-term care, sickness insurance and accident insurance.
