Hire Employees in Curaçao

2026 EOR, Payroll and Employment Guide

Curaçao runs four separate contribution ceilings — XCG 85,753.20, 100,000, 150,000 and 606,247.08 a year — each applying to a different scheme. Employer cost is roughly 18.3% at lower salaries on the two verified rates alone, falling as each ceiling bites in turn.

This guide covers employer contributions across the SVB schemes, wage tax, labour law, leave and compliance risk for hiring in Curaçao in 2026. Verified on 25 August 2026 against the Sociale Verzekeringsbank 2026 publication, the Belastingdienst Curaçao and the Landsverordening arbeidsovereenkomst.

01 · Hiring in Curaçao

Can a foreign company hire employees in Curaçao?

Direct answer

Yes. A foreign company can employ in Curaçao through a locally registered entity or an Employer of Record. Payroll runs across six separate SVB schemes, each with its own basis.

EOR onboarding
2–4 weeks
Entity setup
2–4 months
Entity breakeven
15–25 hires

Two routes exist. Registering a Curaçao entity gives you direct employment, followed by registration with the Chamber of Commerce, the Belastingdienst and the Sociale Verzekeringsbank.

An Employer of Record removes that setup. The EOR is the legal employer, runs payroll across the SVB schemes and withholds wage tax, while day-to-day direction stays with you.

The complexity here is administrative rather than fiscal. Six separate schemes apply with four different ceilings, so a single percentage never describes the position accurately.

02 · EOR vs entity vs contractor

EOR, entity or contractor — which model fits?

Direct answer

Use an EOR for speed and low headcount. The administrative complexity is the real cost here — four different contribution ceilings must be applied in the same payroll run.

Curaçao is an autonomous country within the Kingdom of the Netherlands, with a Dutch-derived legal system and its own tax and social insurance regime. Financial services, shipping and logistics dominate international employment.

The currency changed in 2025. The Caribbean guilder, XCG, replaced the Netherlands Antillean guilder on 31 March 2025 at the same peg to the US dollar. Older material quoting ANG refers to the same values under the previous code.

Wage tax got slightly lighter for 2026 without any rate change. The rates are the same as 2025 but the brackets widened, so an employee on an unchanged salary pays less wage tax this year. Fiscal allowances also rose by a few guilders annually.

Break-even rule of thumb: EOR fees begin to exceed the running cost of a Curaçao entity somewhere between 15 and 25 employees. Model both — see EOR vs Entity for the framework.

03 · Employer costs 2026

How much does it cost to employ someone in Curaçao?

Direct answer

Around 18.3% on the two verified rates alone — AOV at 9% and BVZ at 9.3% — plus AWW, AVBZ, sickness, accident and Cessantia contributions.

Employer on-costs
10–20%
Standard week
40 hours

The SVB published its 2026 rates and limits in December 2025. Two employer rates are stated precisely: AOV at 15% in total, split 9% employer and 6% employee, and BVZ health insurance at 13.6%, split 9.3% employer and 4.3% employee. Both were unchanged from 2025.

Four different ceilings apply, and this is the defining feature of Curaçao payroll. AOV and AWW cap at XCG 100,000 a year. BVZ caps at XCG 150,000. AVBZ long-term care caps at XCG 606,247.08. Sickness and accident insurance cap at XCG 7,146.10 a month, or XCG 85,753.20 a year — up from XCG 84,396.00 in 2025.

Because the four thresholds sit at very different levels, the effective employer rate steps down as each is reached in turn rather than declining smoothly. A single blended percentage will not reconcile to actuals.

Pensioners and self-employed people pay the whole 13.6% BVZ themselves, rather than the employee share only. That matters when engaging a contractor who is genuinely self-employed.

Rates for AWW, AVBZ, sickness insurance, accident insurance and the Cessantia contribution were not reproduced in the sources consulted. Confirm them with the SVB before configuring payroll.

05 · Payroll, tax & 13th month

How do payroll, income tax and the 13th month work?

Direct answer

Monthly payroll. Wage tax rates are unchanged for 2026 but the brackets widened, so employees pay less on the same salary than in 2025.

Payroll is monthly, with wage tax withheld at source under the loonbelasting regime and remitted to the Belastingdienst Curaçao.

For 2026 the wage tax rates are unchanged but the brackets are wider. The practical effect is that an employee earning the same salary as in 2025 pays less wage tax in 2026. All fiscal allowances rose by a few guilders on an annual basis.

The Loonbelastingverklaring 2026 form and its explanatory notes are published by the Belastingdienst and should be collected from each employee.

The Cessantia contribution is announced annually alongside the SVB premium rates and funds the statutory severance entitlement on dismissal.

06 · Labor law

What does Curaçaoese labor law require?

Direct answer

Employment is governed by the Landsverordening arbeidsovereenkomst. The standard week is 40 hours, and Cessantia provides a statutory severance entitlement.

Employment is governed by the Landsverordening arbeidsovereenkomst, a Dutch-derived framework, with dismissal protection administered through the Ministry of Labour.

The standard working week is 40 hours. Employment agreements may be fixed-term or indefinite, and Dutch-style protections against unfair dismissal apply.

Cessantia provides a statutory severance entitlement funded by an annual employer contribution set by the SVB.

Contracts & probation

Written contracts are standard and should record pay, hours, leave, notice and termination terms.

Register the employee across the SVB schemes and collect the Loonbelastingverklaring before the first payroll run.

Configure four separate ceilings in payroll rather than one, and confirm the current rates for the schemes the SVB publication does not state.

Working hours & overtime

The standard week is 40 hours. Overtime and premium rates follow the employment agreement and any applicable collective arrangement.

Because each scheme has its own ceiling, overtime and bonuses can push an employee past one threshold while remaining below another — so the marginal employer cost changes with earnings rather than staying flat.

Family & sick leave

The SVB administers six schemes: AOV old-age pension, AWW widows and orphans pension, BVZ basic health insurance, AVBZ long-term care, sickness insurance and accident insurance.

The AOV old-age pension is XCG 862 a month for 2026, rising to XCG 1,000 for residents, with a maximum supplement of XCG 591.

Widow and widower benefits run from XCG 400 a month for those aged up to 39, to XCG 862 for the 58 to 64 age group. Half-orphan pensions range between XCG 288 and XCG 345, and full orphan pensions between XCG 315 and XCG 398.

BVZ provides basic health cover. Pensioners and self-employed people pay the full 13.6% themselves rather than an employee share.

Termination, notice & severance

Termination follows the Landsverordening arbeidsovereenkomst, with Dutch-derived dismissal protection.

Cessantia is the statutory severance entitlement, funded by an annual employer contribution announced by the SVB alongside the premium rates.

Final pay including accrued leave is due on separation and must be reflected across the applicable SVB schemes for the period.

Because contributions cap at four different levels, a final settlement can attract contributions under some schemes and not others depending on cumulative earnings for the year.

07 · Work permits & visas

How do work permits and visas work in Curaçao?

Direct answer

Curaçao is an autonomous country within the Kingdom of the Netherlands. Dutch nationals and others require work authorisation under local rules.

Curaçao is an autonomous country within the Kingdom of the Netherlands, with its own immigration rules distinct from those of the European Netherlands.

Work authorisation is required for foreign nationals and is employer-sponsored. Confirm current requirements before committing to a start date.

Sint Maarten operates a parallel but separate system — its AOV and AWW ceiling rose to XCG 132,824.35 for 2026, against Curaçao’s XCG 100,000, so the two should never be modelled together.

Sint MaartenA separate country in the KingdomDifferent AOV and AWW ceilingNever model the two together

08 · Compliance risks

What are the main compliance risks when hiring in Curaçao?

Direct answer

The main risks are applying a single ceiling across all schemes, and missing that pensioners and self-employed people pay the full BVZ percentage themselves.

Applying a single ceiling across all schemes is the dominant error. Four thresholds operate: XCG 85,753.20 for sickness and accident insurance, XCG 100,000 for AOV and AWW, XCG 150,000 for BVZ and XCG 606,247.08 for AVBZ.

Pensioners and self-employed people pay the whole BVZ percentage themselves, not the employee share, which changes the cost of engaging a genuinely self-employed contractor.

Do not model Curaçao and Sint Maarten together. Their AOV and AWW ceilings differ substantially and Sint Maarten had not published its 2026 wage tax figures at the time of writing.

Note also that the currency became XCG in March 2025; that wage tax brackets widened for 2026 without a rate change; and that several SVB scheme rates were not published in the sources consulted and need confirming.
